Britain and France to Deploy Forces to the Country if a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The London and Paris have signed a statement of purpose concerning the positioning of armed personnel in the nation in the event a ceasefire be made with Moscow, the UK Prime Minister, Starmer, has declared.

Subsequent to talks with allied nations in Paris, he said that the UK and France would "create military hubs across Ukraine and build secure installations for arms and military equipment" to prevent any potential invasion.

The allied nations also proposed that the America would take the lead in verifying a ceasefire.

Moscow has consistently warned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has as yet not responded on this new announcement.

Background and Ongoing Hostilities

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Russian forces at this time occupies roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to be alongside Ukraine for the duration," commented the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" took part in the recent discussions.

Speaking at a joint press conference, the Prime Minister added: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, protecting Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the years ahead."

The UK prime minister added that Britain would take part in any Washington-directed confirmation of a possible cessation of hostilities.

Protection Pledges and Negotiation Stances

Lead US negotiator Steve Witkoff said that "long-term defense assurances and strong prosperity commitments are critical to a lasting peace" in Ukraine – referring to a key condition made by Ukraine.

Witkoff said the partner nations had "mostly completed" their work on establishing such assurances "to ensure the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's advisor, also participated in the talks.

At the same time, French President Emmanuel Macron said that Ukraine's partners had made "considerable progress" at the negotiations.

He said that "robust" safety pledges for Ukraine had been reached in the instance of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "huge advance" had been made in the talks, but qualified that he would only consider efforts to be "enough" if they resulted in the end of the war.

Earlier, the Ukrainian leader indicated a settlement was "90% ready". Finalizing the outstanding 10% would "determine the fate of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for diplomats.
  • Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any compromise over how to end the war.
  • The Ukrainian President has to date ruled out ceding any territory, but has suggested that Ukraine could pull back its forces to an mutually accepted point – but only if Russia follows suit.

Russian forces currently holds about 75% of the Donetsk region and some 99% of the adjacent Luhansk. The pair of oblasts form the heartland of Donbas.

The initial US-led comprehensive peace plan that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Moscow's direction.

This triggered weeks of focused negotiations – with the involved parties trying to revise the proposal.

Recently, Kyiv sent the US an new framework – as well as distinct documents describing prospective defense assurances and plans for Ukraine's recovery, the President stated.
